Elliptical vs Tredmill

Asking like which machine is a better muscle target while being at a cheap price to hit and grow my calf muscles out more. Tredmill I always look at as a great machine to do the job but at home when running can make some loud noise's when I thought about it more. Asking cause i'm trying to gain some more lower body muscle for a tall skinny guy as myself and need some help on the matter.
