2257 documentation?

I want to upload my short clip to xtube but I don't have 2257 and it won't let me upload by saying no. What's the deal then, am I taking too much of a risk by saying yes and going ahead with the upload? Am I likely to get asked for the documents and get prosecuted, all for a jacking off clip?
