The initial mobilization heavily focus territories outside the russian core (siberia, calcasus, central asia, manchuria, etc...). Nowadays most of the draft is done via contract soldiers with estimates around 20k to 25k new contracts signing per month (just enough to avoid the need for a new mobilization). So would be very unlikely that both Sergey and Andrey would be called to fight unless a new mobilization were to be called (thats very unlikely at the moment).
