From 1966 all strip searches were supposed to be conducted in private. But in 1967 the police gained "Qualified Immunity" - which protected them from facing legal consequences for misconduct. In this decade Colorado, Montana, Nevada, New Mexico and New York City abolished Qualified Immunity. Elsewhere police officers still had that protection were they to violate a civilian's rights. Thus, when faced with civilians who refused consent to having their vehicle or person searched, as was their right, rogue police officers simply did as they pleased.
