I think that rule applies to people who uses pseudonym such as porn actors, onlyfans or cam performers.

I always assume it logically would include anyone who has not willingly given out their personal information, such as a nudist who may be okay with being photographed but understandably wouldn't wish to be identified. Idk, I'd ask for clarity from a mod on that.
