The movie is indeed 'White Hot' (1997) by All Worlds, directed by Chi Chi LaRue. If you look at the screenshots on the movie page linked above, you'll see that they match what JohnWayneHolland posted above.
The performer's name is Gino (aka Sgt. Gino). Good-looking muscular guy, but it looks like he only did solos for All Worlds from 1995-1998, then disappeared. The IAFD page does say that he appeared in a movie in 2002, but that's definitely incorrect because he's not in that movie at all if you view the screenshots.
He does a solo in 'White Hot' that plays throughout the movie. It's cut in-between the other scenes.
