I have seen it go both ways here. Most have treated my BP measurements as legit. I know clinically and for most studies thats what they use. One thing for sure is I know im putting more than my NBP measurements in my wife. My theory is that for most your usable dick is BPEL minus about .25- .5" depending on how hard your pushing/ fucking and how big your fat pad is.
Try this experiment. Set an object on your bathroom counter. Set your erect dick on the counter. Now push that object as far away from the edge of the counter with your cock head. Measure from the edge of the counter to where the object was pushed to. I think this is pretty close to what you can put in a pussy when fucking hard. I can push the object 7" which is .25" shorter than my BPEL. The fat pad around the vagina will also have some effect on insertable length also though.
