I've been playing around with Pixverse.ai and it's one of the best AI video generators at the moment. It can do text-to-video, image-to-video and video extension. You get 3 free prompts when you create an account.
Most importantly, it's the best AI video generator I've found at creating NSFW content. The prompt restrictions aren't too bad. Avoid the most overtly explicit words and sexual phrases and it'll allow your prompt through.
It won't allow you to use source images with nudity. However there's a trick to get around that block Which is to put the image in a video as the ending frame, with the other frames blank, and then using the Pixverse's Extend feature. I've provided instructions at the end how to easily do this using ezgif.com

Here's how to use an NSFW source image with Pixverse, in three short steps.
Step 1: Create empty black frame the same size as your source image.

- Upload your source image to Censor a GIF or photo online - blur, pixelate, black out parts of image
- Choose solid color option (black) and fill in entire frame and save
- Upload your two images (one source, other black) to Animated GIF Maker
- Click copy on the black frame, so you now have two black frames
- Move black frames so they're the first and second frames, if not already
- Set the delay for all frames to 10 (.1 seconds)
- Click the Make a GIF button
- While still on gif creation page, click the Convert drop-down button under your gif and select the 'to MP4 video' option (or alternatively go to Online GIF to MP4 Video converter and upload the gif there)
- Click the Convert GIF to MP4 button and save the output file
