"I have been doin the extender and Jelqing excercises for a week or so now and I am noticing my shaft is much harder and it is easier to keep it harder. I am uncircumsized and I'm wondering if doing these excercises will make my penis outgrow my foreskin or if the skin will grow w/it..."

In response to the original question--
Harder (firmer) erections are a direct result of the kind of manipulation (PE) you are doing. It's a great benefit!
You may or may not see your shaft "out-grow" your current foreskin. But, I know this from being "cut"....
I believe it IS possible to expect some INCREASE in the "skin factor" from PE (extender/jelq techniques). At least that has been my experience.
I have considerable more skin "fold" now (than before P.E.) with my glans now typically partially covered half-way beyond the corona edge when flaccid. Before PE, I had almost no skin to "slide" over the glans when flaccid (being circumsized since just after birth). For me, over three years now, PE has certainly increased the amount of skin towards the end (although I'm reluctant to really call it true "foreskin" per se.)
If an (uncut) guy finds himself with "fairly adequate" foreskin coverage OVER his glans, then PE methods is not likely to result in achieving an end result with his improved shaft length "canceling out" the uncut look necessarily. I say this because in an uncircumcized man, there are several layers of sliding skin (outer skin and mucosa inner lining) to consider...all very well attached by the way both beneath the outer skin as well as by the frenulum at the base of the glans. IMHO, all the stretching and new growth from PE methods will only likely translate into yet more overall SKIN growth as well.
