There's a locker-room scene in Reba in which he wears just a towel... and there's a definite bulge, which shows up most clearly when he moves about towards the beginning of the scene, which can be downloaded as an .avi file from Rapidshare:

It doesn't show up so well in caps, although #4 and #5 come closest to giving an idea of what can be discerned:

For the purposes of getting a sense of scale, it's perhaps worth noting that Steve is pretty tall, with his height generally given as 6'3" on a number of websites (although a few claim he is taller still).
