What does a gay cis man have to do to earn a gay/bi/pan trans man's love?
There isn't an extra set of special rules.

Be yourself, honest, and respectful of that person. If there is chemistry, you and they will know just like in any other relationship.

Yeah this. If there's no mutual spark or chemistry going on between you two my guess is it isn't happening. If he's unresponsive don't push yourself on him.
 
As a cis bi man I would say this: You don't earn love. Love is bestowed on you by someone else for who you are and nothing else. Anything you do to 'earn love' is something you are doing that is an action. We can love someone for their actions, yes, but for me, in my part, I believe love should be bestowed upon someone for who they are as a whole, and not for what they are or what they do.

The fact that there are labels on this thread I think is what is muddying the waters for the OP. My advice is this: They will love you for who you are. Don't force it. Let it come naturally and if it doesn't happen, it doesn't happen. Don't focus so much on what your partner is and the labels applied to them.
