Maybe it is because of the culture, especially the influential culture of Japanese porn industry. It is not only for nipple play. Generally, compared to the Western porn, Japanese porn used more other playing methods except penetration, such as toys and pissing.

I suppose there are two reasons. 1) Japanese porn industry is more traditional and still using video tapes, which needs longer video time to sell well, so they need more foreplay. 2) Compared to the other ethnics, we asians have smaller penises > < so we need some other tricks to catch eyes...
