No, it's no fishy. The other creators are either taking a risk at being arrested or don't live in Japan. The reason Japanese porn made in Japan censors genitals is because showing uncensored genitals is illegal.
In general, Japanese OF people who show dick are pseudonymous non-public figures, or they're just hoping that no one reports them to the police, or they don't live in Japan.
