My assumption is it's one of those minimum security prisons where the cell mates are allowed little things they can afford on commissary, there are businesses that makes things like cell phones and TVs and stereos adequate for prisons
 
The cellphones come from the guards bringing them in for the inmates. They have an arrangement where the inmates family will cashapp them or Apple Pay money to the guard for several hundred dollars. The guard then brings the phones in to the inmate. It’s usually one or two guards doing this and will deliver to one inmate who then sells it to other inmates for an even higher price. No one really knows which guard it is since he or she will only deal with one person.
