the cw allows low ratings for their shows. their standards aren't that high. they're not a big network.
for example, supergirl was on cbs. cbs cancelled it after 1 season because of low ratings. but the ratings it was getting was high in cw terms, so the cw picked it up and carried on with it.
but this is a show focused on sports and i don't think that's the right type of show for the cw. their audience is mostly composed of young girls, women and gays. the percentage that care about sports is low. so it's probably gathering an audience due to having an attractive cast. so it could very well have its days numbered

Don't forget international. The CW's deal with Netflix to syndicate their output in global markets is a big reason they keep going because their genre shows play well overseas on streaming and Netflix will pay top dollar for the likes of Flash, Arrow, Supernatural, etc.. Shows with an American football element however do NOT attract much attention outside the US, even with good critical notices (see "Friday Night Lights). "All American" won't get those deals, combined with poor ratings and critical reaction its days are numbered.

Funny thing is, the show is really not that much about football.

It's really just a background to what is actually a pretty damn good show, which is much more about family, race, sexuality, poverty and privilege, culture.
