I think there are three components to this, 1) the size of your nuts themselves, 2) how low you hang, and 3) the size of your penis. Large balls that are tucked up behind the penis are not the same thing (at least visually) as the same balls that hang just below the glans of a flaccid penis. On the other hand, large balls on a guy with a small penis is definitely not the same thing as the same large balls on a guy with a larger than normal size one.

Exactly! My balls are a bit larger than average (confirmed on ultrasound!). But, as they hang a bit high and my soft penis hangs lower, it makes them look smaller by comparison.
