But still stigmatizing HIV in 2023 in the current medical advancements and how readily available information and medication for it is, is just lame and pathetic.

I know people who have barebacked around like hell for years and never got it (and act all condescending towards people that do have it), while some other guys got it from a genuine multi-year monogamous relationship where they got cheated on.
So stop acting like people having HIV means they're hoes
And besides, if people wanna be hoes, leave them be, clearly they're happier than you if you're just occupying your time judging them while they're out there enjoying it.
