Gay sex scenes from movies/tv series

Not a sex scene but I came across this (very strange) Czech indie movie, Brutalni Vedro (Brutal Heat), which opens with the main character played by Vincent Hospodarsky masturbating in bed:

sorry new here so maybe a stupid question but I just wanted to check if there's a rule or mandate in some countries not to show male and female full frontal nudity on tv.. as I see 99% of these sex scenes posted here don't show male full frontal..?

ohh that's really really interesting...... i still can't understand the reasoning fully though, maybe its just me
 
I think it’s twofold, on the one hand you have the actors who might not want to be exposed, especially if their profile is rising, and they’ll put that in their contracts if they can, and on the other hand you have studios making content for specific audiences, so if a show or movie (or a channel/platform as a whole) is marketed more towards straight men, or families, or conservative audiences, then your likelihood of showing frontal nudity really decreases.
