Yes, because the picture and video were taken from one of George's friend's insta. Didn't take me long to find it!

The account is not real. It's just some creep. Accept it and move on.

According to this fan account George Shelley fans on Twitter the video uploaded to the tumblr was originally posted on snapchat by one of George's friends. Seems pretty unlikely the real George would upload a snapchat vid made by a mate rather than one he'd taken himself.
