I believe they're sort of like a French Jackass-type of crew—or maybe Belgian or Swiss, perhaps. One upload on ThisVid said that they were "French skaters".

It is indeed a fake. The body is a guy known as “Handlebar” (see attached original) and the face I’ve never been able to ID; it might actually be an AI creation.
