Agreed. Men's shorts of the 70's and 80's expressed the most masculine appearance for guys.
Board shorts on men have the appearance about as emasculating as men's skinny-pants, man-tail (pony-tail), and top of the male-emasculation list, the man-bun! Oh, and don't even get me started on "the man-purse!"
Picture in your mind, a man with a great masculine physique. Now start adding... skinny-pants/board-shorts... pony-tail... man-bun... man-purse....... can you see what it's doing to him?

Hair and clothes do not make you masculine, it's how you carry yourself. There are plenty of tough customers who wear boardshorts and tie their hair up. You can also make "daisy dukes" into a very effeminate look.
The only part I agree with is the last sentence... if a guy chooses to wear what he wants and buck convention, he can rock that look in a very manly way if he has the brawn and attitude to pull it off.
