In neither the US or Canada.
He should use some common sense, every thing is online.
But he is 18, maybe now he will finish School, sounds like he needs the education. Being Hot is fleeting....an Education is forever.
Even without COVID, a non-citizen can't go to a CBP agent and outright announce he's gonna do stuff not allowed in his visa and expect to go in. He should expect at least extreme questioning and perhaps outright ban in the future even he is actually planning to just do touristy stuff, since he has a record now.
He learned the foolish entitlement of being a US citizen without actual citizenship lol
A little insight for Americans here, since it's so difficult to deport undocumented immigrants once they're in, Homeland Security has adopted the inhumane strategy of extremely strict screening at the border. An example is someone who lived legally in the US but then left can almost never go back in even for legitimate reasons (like an aging Indian parent wanting to visit for a week to attend her child's wedding) since they have no confidence you wouldn't just stay. Now you say wouldn't a sane strategy to immigration reform by deciding a level of reasonable legal immigration level higher than it is now and then enforce it strictly by deportation? Well neither side will compromise so that's why you get the illogical treatment of legitimately entering aliens now.
The confidence of idiots to just say stuff with zero knowledge never stops to astound me. You're a better man than I in trying to educate them.
When I traveled to Sweden I had to a letter from a friend(saying where and when I could come first,a current recent id card,a visa with xxx amount of cash/credit) a whole bunch of other stuff I can't remember up-front. And that was just going to embassy to make sure I knew the risk involved etc etc.. to meet up with my friend the first time. Afterwards I just took a flight from Sweden than back home
Some places you have to have current shot records,to make sure your immunity is up to par..

I know several people who have travelled between Canada and the US within the last two weeks, just for vacation or non-essential reasons.
What you are referring to is driving across the border. The airlines are still allowing travel.
You know perversely I wonder the kind of idiotic confidence that you can just not prepare then breeze through anything you want. Like what's it like to live life with that level of entitlement?
