You can not blame CCBILL that's a member of Visa and MC program. CCBILL only accept transactions from designated countries. Even Japan and South Korean are not in the list, probably due to no merchant agreement. Some countries have a bad history of chargeback and fraud transaction, so it's not worth the hassle to deal with the shit. CCBILL simply blocked the whole country.

Well, porno consumption is different from daily grocery shopping. No one can deny there are good customers from countries blocked by CCBILL.

They block countries by data stats. e.g. Out of 10 transactions from some country, 5 of them are chareback or fraud transaction (using a stolen CC), that would raise a red flag. The risk and benefit ratio is not worth the effort, so they just block the country. For sure, CCBILL will lose some good customers from that country, but they also save the expenses on managing bad transactions. It's all about business.
