Usually (almost all studios) shoot the still images before they shoot the footage. They know what positions the guys will need to get into during the footage shoot, so they can then shoot the still images that correspond to what the footage will be, prior to the footage being shot. You can't do it the other way round as you need the guys hard for the stills. If they've already shot the footage and have done their money shots, then most guys won't be able to get hard again any time soon for the stills. Equally, it's almost impossible to keep stopping the action so that the stills photographer can shoot a few still, and then have the guys carry on with the action. As I say, all the studios I have ever had dealings with shoot stills and then footage. It's certainly the way we used to do it.
