I did my research.
It seems it is a scene originally from Wild Biz Dept.01, launched by Coat in 2006 that was later included in Wild Biz Best.01, a recollection of Wild Biz Dept.01, 02 and 03, launched in 2009.
The only models I was able to verify that were present in Wild Biz Dept. 01 were Nishinomiya Tsuyoshi and Koreeda Hisao, but none of them seem to be the guy in the scene posted, so I'm afraid I can't find who he is. (or if he ever had a name in the first place)
However, against all odds, it is available for purchase at Coat's website, lol.
Either the dvd as a whole or just that one scene.
