I have been observed that Japanese people are very reserved. They don't talk about much of their personal matters, even if they are close to each other. And most of them are very secretive, so if other people find out what they are doing, then they will quit. And mind you, there are laws in Japan that if you have work for a company, then you are not allowed to work other jobs. If they are going to find, then you will be fired.
So, please, as much as possible, better to give their own personal space.

No, it's not illegal to have multiple jobs.
However, it is common practice on big Japanese companies to establish on the contract that you are not allowed to have another job/income source, and legally wise it's ok to make such contracts, so what happens is that most of Japanese population that has "nice jobs" is not allowed to double work, indeed. And even if they did it hidden, their companies would most likely find out because of how tax declaration works here. The only way of successfully hiding a second job is if it is 100% informal, as in cash in your hand and that's it.
On my previous job I had a colleague who quit because my then employer understood that he getting a cash prize at an amateur wrestling competition was double work and thus not allowed. He just said fuck it and left. Well deserved I would say.
That being said:
1. That's a luxury of good paying jobs. If your pay is shit and you still want to come up with such bullshit, people will simply not work for you. Companies know that and in the lower income groups of society such barriers do not exist.
2. Japanese society as any other is changing, and even in big companies double work permission has been in the rise.
3. Most models are students and informal workers anyway, so I honestly don't think hiding double work is the issue here. Considering that these big studios like coat do all the paper work properly, anyone doing double work while hiding would be found at tax declaration anyway.

I wasn't referring to that, actually. The industry in "service industry" refers to any type of business area, so "service industry" is referring to any business that's not focused on manufacturing. For example hospitality, retailing, education, health care and such.
