I always suspected he got pec implants at some point during his time on ‘Days’. Same with Joel McHale, though his are rather obvious.
These are muscles like any others, with the right exercise they can grow slot, to the point that they're ridiculously big, most people on the gym don't focus on them that much just like with legs - most go mainly for arms.
Yeah, I’m aware how muscles work. But male chest implants are a thing and have been for quite a few years. Joel McHale’s chest stay perky, bulky, hard looking and don’t really move. They retain the same shape and size no matter how he positions his body or what type of shape the rest of his body is in. Those are all tell-tale signs of implants. Jesse I’m les sure about. Either way, I’m not shaming. They both look good.
I will say that it looks like Jesse had his removed years ago. Joel is still rocking his. They look a bit more odd since he’s not as buff as he used to be.
Nah, some men have a little bit fat on chest even they are fit. Not gynecomastia, but something between. Henry Cavill is another example.
Henry’s chest aren’t comparable, and they’re obviously natural (at least “natural” as far as them not being implants).
Jesse’s chest were rather oddly disproportionate to the rest of his body. But that alone doesn’t mean someone had implants. Some dudes do just naturally have rounder/beefier chest. However, he was extremely flat-chested when he started ‘Days’. As the show went along nothing on his body got buffer except his chest. It happened rather randomly and quickly, during the show’s off season. That, along with how disproportionate they were, do scream implants. While around eight years ago he was back to looking flat-chested without the rest of his body changing. They started to sag a bit, which is probably why he had them removed. The evidence of Jesse’s procedures aren’t as obvious as McHale (you can even see the shape of McHale’s implants, where they end and begin, in some pics), but there’s a lot there to draw conclusions.
It’s absurd to think none of these dudes in Hollywood (particularly ones who are trying to be “hunks”) have had work done. And I’m not shaming anyone either. It is what it is. I’m sure that chest helped him get his gig on Desperate Housewives. So, he probably doesn’t reject getting them.

He was never on Days of Our Lives. I think you mean Passions and I don't believe your suspicion.
