These are from the filming of Season 3, so most of the the boys in shorts will be wearing stuff to make sure that any penile bulges are smoothed over and not visible during filming.
We've seen Joe in tight pants offscreen and he's got quite the bulge.
They can't have that swinging around onscreen...

I don't think they are. They're good friends, and both openly gay, who've both just moved to the same area of London, their first time's officially moving away from home.
