I read it worked just not during heavy site traffic, which seems to hold up from my experience.

It will work at 3 and at 5 or 7 unless site traffic is heavy. The pattern of 5 or 7 is randomised on a per-user basis. For a time the site completely randomised the times but the feedback was overwhelmingly negative.
