A "bump" is a remnant of the early days of bulletin boards. People would use it to keep particular topics of interest at the top of the "board", thereby giving more people the opportunity to see/respond to the post. As far as I can see, given the way that posts are sorted here, it really serves no purpose other than to clog a thread. Also, the rules have changed regarding when you can "bump" a post without being reported, or receiving a warning.
