Step 2. The site receives the DMCA notice and has the choice to remove the content or file a counter DMCA challenging the copyright holder.
Step 3. If the site challenges the matter goes to court. If the site wins the content can stay up. If the site loses the site could owe $150,000 per photo/video posted. So I removed 10 pieces of content yesterday. If I challenged and lost that would mean the judge could fine me up to $1,500,000 for that.
No legally operating site challenges DMCA notices. It simply is not worth the risk. The truth of the matter is DMCA protects LPSG and sites like it. Hating on DMCA is silly because the alternative is nothing posted at all (which may be coming to Europe in the near future).
