I can agree with your say on the slight bend he has. But regarding the ruler positioning you can always zoom in if you need to.
If you zoom in, you will see that ruler touches his inner thigh (around 0.25" mark). And around 9.5" mark it's obvious that ruler is under his head. This means that ruler is not strictly parallel to dick, but goes diagonally. Roughly by 10-15 degrees, i think. And this will make him slightly smaller, so 9" is little too much for him.

He's way too long for the vast majority. For the very few of us able to accommodate the length, his lack of stamina and poor skills will be the major drawback.
There's no way there is more than a 10 degree angle there. I'd argue it's so small it's negligible.
