I've already seen this being debunked. Some don't even mention if they were done bone-pressed or not, like

not only do they never mention if it was BP or not, this study also only applied very little stretching.
SFL is only a good estimator of EL under maximal traction, as all good studies are doing it.

A retrospective review of 274 patients who underwent penile duplex Doppler ultrasound (PDDU) for erectile dysfunction between 2011 and 2013 was performed.
Doesn't count if none of them had working dicks.
Chrouser et al 2013
After manual reduction of any suprapubic fat, gentle traction was applied at thecorona. Stretched penile length in cm was measured from thepenopubic junction to the most distal glans using a ruler.
Again only gentle traction.
Ponchietti et al 2001
Penile length was defined as the linear distance along the dorsalside of the penis extending from the pubopenile skin junction to thetip of the glans in the flaccid and fully stretched but still flaccid state
Was done NBP although most others studies were done BP
Wessels et al 1996
Most studies were done BP, and Wessels provided both measurements, yet they took the NBP length.

Your study lists it as 4.9", although it actually had 6.2
If you throw non-Western studies and bad studies out, and use BP whereever possible it's not an outlier anymore
