I just think it's stupid to take her shoe size since it's 100% unreliable. Even more so since people argue about quarters of an inch based on such an unreliable assumption.

While I was researching this yesterday I did read that women's feet are getting bigger. I didn't read why but they are. That might be the cause of that discrepancy. That said though, since your chart is in centimeters, the differences are actually not that big when converted to inches and most women still are pretty much a 1:1 match within a small margin of error.
To re-list the women but sorting it by biggest difference:
29. 23/17 - 6 cm
5. 21/26 - 5 cm

18. 24.4/22 - 2.4 cm

Overall, very small differences and so that Da Vinci rule of thumb still applies, I think.
