I think this is more of a terminology thing. Changing the aspect ratio can stretch/skew the picture some.
I think of photoshopping as actually going in and actively adjusting a pic by copy/paste/drag/adding.
Photoshopping to me is more active than a ratio adjustment if that makes sense.

The video didn't magically go from the original tape/DVD to that website. Someone had to encode it before they uploaded it. This is where they changed the aspect ratio (width/height) from 4:3 (1.33) to 1.18, for whatever reason, resulting in everything being stretched vertically.
