This is mind blowing. It’s a blink and you’ll miss it moment but I still can’t believe it’s a full swinging penis on American Primetime Television. Keep in mind this was on ABC in 1993.

I’ve watched the clip at normal speed multiple times and haven’t been able to spot the “full swinging penis” you apparently have — and I say this not to question your claim but to point out that “normal speed” (and lower definition) is what everyone in 1993 would have been watching at, too, and that makes it easier to understand how such a thing could slip past the censors.
Also, I can assure you, as someone who is old enough to have watched this show back when it was originally airing, that its nudity (among other things) was a big deal — allowed, yes, but still controversial.
