YouTubers do that quite a bit. They film a thing, then realize the thumbnail needs to be clickbaitier. And Josh and crew knows if he's shirtless in a thumbnail, the video is likely to get more clicks. Two other YouTubers that I like, Zac Perna and Karl Conrad, do that pretty often as well.

Considering the actual video, I think it either wasn't very funny so they had to edit the crap out of it to make it work as Smosh have done with past TNTL. That or Josh got really inappropriate during his shirtless bit so they had to edit that out. There's not really another reason why they wouldn't include his shirtless bit from the thumbnail in the video. Josh is shirtless all the time on Mythical stuff and Shayne & co are always shirtless on Smosh stuff.
