Media deadlines. For generations reporters followed players into locker rooms for quotes for newspapers going to press. Having to wait until everyone was dressed could cause missed deadlines, and that meant missing free publicity. It was a situation that worked for everyone. There were clear expectations that no revealing photos would ever be taken - and when cell phone cameras became easy to hide it really was problematic. TV cameras because more obsequious in locker rooms and athletes and reporters just got used to it and the occasional 'pickle' or 'bum' shot makes its way onto social media.
