Okay, my husband isnt circumcised. He dont know anyone else around (isnt comfortable with talking about it either) like him. He has gotten a hair and it is trapped under his foreskin. He cant pull it because it feels like its attached but we both know it isnt... it causes pain when pulled. We dont know how to solve this issue without a drip to the doctor or hospital and would like to avoid that route due to this covid19 shit...

I know this might sound like a silly suggestion, but has he tried pulling the foreskin back a the way? I have had this happen to me, but it’s never been a big deal to just pull it back and release it. Unless I’m not understanding some other issue.

Unless he has a condition like phimosis, where the skin is too tight to pull back, he should be able to retract it fully exposing the glans.

I have had that happen to me some mornings where I'll wake up and it hurts like hell because the head has retreated pulling pubes with it. Not a fun feeling. Usually happens when you get an erection in the middle of the night and it subsides pulling hair with it.

I try to keep myself trimmed now. Hasn't happened in a good long while.

It sounds like an infected follicle. Hair on the shaft is common and it’s understandable how one under the foreskin could become inflamed.
It will probably sting a little but pulling it out is the simplest solution. You can use an antibiotic cream or ointment to help.
