I think I have heard it could be either. If the condom is too big it might slide around too much causing breakage.
The reason why I asked is once with my wife when we were dating I totally shredded a standard condom. I do seem to recall someone stating that too big of a condom is also at risk of getting ripped due to it sliding around too much. I haven't worn condoms for that long and it was a long time ago but I don't remember them being too tight or loose.
Only when I tried the lamb skin condom did it find it too big. Standard latex fit me fine
