Pretty much. The twitter is a fake and the Onlyfans is a fake. The OF is still up because only the person who they are inpersonating can report the page. So Petros obviously doesn't know about that page which is why it's still up. The scammer was just smart enough to block anyone with a Greece VPN because there's a chance they would recognize who the pictures are really of.

but how is it fake if he uploads new pics we have never seen with his long hair

Because the person is saying stuff like "never thought i'd make an onlyfans." and "finally pulled the trigger and made an OF." If it was really him why would he be acting like he never made one before under his real name. Just seems a bit suspicious.

He is retweeting shreds, the biggest known scammer to use a dildo. He has a whole group of guys that do the same thing and Dont show Anything in their onlyfans. He probably got in, and is being taught how to scam without even showing. Such a shame cause he had a nice body face and dick. Oh well.
