He's most likely from Romania but of Rroma ethnicity , what you would call "gypsy" .

For people trying to get a grip on his ethnicity just google "Romani" - it's the actual name for the Gyspy people who yes SPEAK Romanian but are actual nomads and have sanctuaries all over Europe. They can be light skinned with light eyes, bot more often have a mediterranean tan and some even LOOK mixed. Also we all know that people have sex with other ethnicities and that shows up ever after. If you're not aware, "necroing" a thread (i.e.: responding to posts made months and months ago) is generally considered bad form. Most people don't even remember what they had for dinner last night. They don't want to have a conversation about some one-off comment they made over 200 days ago.

I answered because what I wanted to say hadn't been said. replies like yours not so subtly say "your voice is not welcome". I ignore those voices and such rudeness, over some replies on a thread online. if blowing up the notifs was your issue you wouldn't have commented and added to them. but you are of course exempt in your own eyes.

There's plenty of "hoods" in Romania, see Berceni, Ferentari, Salajean, etc, but the thugs in it aren't as "stylized" as he is , they are way more rough looking due to the living conditions over there

This would be an example of a Rroma Gypsy inhabiting Romania and you can see the similarities in how they present themselves so perhaps this Prince guy takes style inspirations from the singer Alex Velea, but even in the gypsy subculture , they have a variety of styles, from the tattooed from neck to toe thugs to the classy Armani tux wearing ones.
