For health reasons, such as deformity or development problems its acceptible - with consent .

but i think mutilating new borns for the sake of it is barbaric - the health 'benefits' are questionable - theres often references to prevention of 'penis cancer ' - yet penis cancer is extremely rare and if it was really a risk then you wonder why its not an eppidemic in the UK - were the majority remain uncut .

as for hygiene - there is no evidence that circumcision prevents BO or bad breath . Pretty sure an average person is washing daily anyway .

In america - healthcare is based on profit - and i suspect the practice of circumcision is just another charged item on the medical bill
