He briefly was. The constitutional law was changed when he was a baby, so that the eldest child would inherit regardless of gender.

The King, Carl Gustav, agreed to this on the assumption that this law would not be retroactive; i.e. that Carl Philip would remain Crown Prince but that if his first child was a girl, she would be the Crown Princess and heir to the throne.

The King wanted Carl Philip to be his heir and was angry that his title was taken away from him.
