Stone Temple Pilots toured from around 2000-2001 in support of their album, 'No. 4'.
During this tour, they would often close out their show with one of their bigger hits from the 90s, "Sex Type Thing".
As evidenced by the video footage here, the band would play an interlude as frontman Scott Weiland (RIP) stripped off his pants and tied an American flag around his waist - exposing his bare naked backside to the audience. He would then perform the rest of the song wearing only the flag.
At the conclusion of their set, the band would line up and take a bow before the audience - at which point a fellow band member would tear the flag from around Weiland's waist - stripping him naked.
As this was clearly a planned bit that's been done numerous times, Scott was ready to cover himself with his hands before shuffling off stage - giving lucky concert-goers a look at his ass.

In addition - and I'm paraphrasing here - I recall reading somewhere that the intention behind "Sex Type Thing" was an anti-rape message that the band felt perhaps didn't translate well to their widespread male audience. ( i.e: bros who idolized Patrick Bateman in American Psycho)
So Scott Weiland's flag gag was a way of making himself vulnerable and a sexual object.

But I think it was a smart and exciting way to divert from the idea that "Sex Type Thing" could be misheard as a misogynistic song - all by putting Weiland front and center as a sexual object.

Also, in the early 90s, to emphasize the anti rape message of the song, Weiland would perform the song in a dress. Nothing revealing like that, but it did send a message.

I realize it's all very subjective, but I've always thought the late Scott Weiland was a very sexy man.
He tried very hard to be the chameleon his idol Bowie was, and often diluted his appeal with unflattering make up, costumes, hair colour/styles and, at the point of the No.4 album, frightening weight loss.
But when You saw him as he truly looked, he was quite attractive.
Oh, and he dressed to the left. ;)

Dark Pictures and Orian Williams have acquired the book rights to Not Dead & Not for Sale, Weiland's memoir that was written with David Ritz. Jun 28, 2021

I'm guessing you mean the Pantera video. I believe it's a compilation of behind the scenes videos called Cowboys from Hell. And I recently saw it on youtube. Those Phil Anselmo caps pretty much sum it up tho.
