I want to clarify that this is in no way an antisemitic comment, it's a fact, Jewish religion allows for beards (Hassidic men actually are forbidden to trim it) and it's only logical that the IDF lets people not being shaven.

This kind of stubble and hair aren't allowed in the IDF. Growing a beard is only permitted for religious purposes (some places don't care if you're falsely stating that just to get a permit) - but only for a full beard or a goatee.
However, after boot camp and basic training there's much less attention to the details of the military code, especially in the air force. He can easily pull it off by not overdoing it, while avoiding the people that regulate military discipline in his base (or befriend them). Perhaps he's regularly checked for hair/clothes/beard/shoes weekly (probably not), monthly, or even less frequently. The military police has an "Operation Dress Code" checking these kind of orders around base entrances and transportation stations, he'll have to avoid them too.
