I’m sure they mean some form of shorts or bathing suit / speedo even though a towel wrap works. Full open exposure is what they’re trying avoid I believe - the dark ages still exist. This is within an all male locker room - like mentioned above I’m in belief it’s better to be comfortable / more relaxing / healthier / just let it go.

So strange… I’m in the US too and my gym has signs that explicitly say no clothing allowed in the shower/sauna/steamroom areas. You do have to sit on a towel though, obviously.

So I’m not sure what to do and how to react and I need advice. At the gym there’s a men’s sauna in the men’s lockers, just in front of the showers.
