Not accurate. He may not own the copyright, and thus cannot stop the owner (SC) from publishing such the content, but he can claim misappropriation of his image/likeness.

He can. He wouldn't have standing to enforce a copyright claim (unless his agreement with SC limited publication), but that only defines a relationship b/t Nixon and SC. There are other legal claims Nixon can raise against third parties. Nixon may also be able to assert that SC's copyright benefits him by limiting where and when the content will be published. He couldn't get monetary damages, but he could get injunctive relief.
