I think a lot of it has to do with the style of clothing changing. Most of the male shorts are a lot short and tighter than they were 15 years ago. So to wear boxer briefs under those its like wearing shorts on top of shorts. And wearing briefs under those is more comfortable. So I think with shorter shorts shorter underwear is becoming more popular. With more guys wearing them, the stigma around them drops.

Also, I wonder if it's to do with briefs being seen as less masculine, and guys being less 'macho' now, or at least less toxic
I would strongly disagree. Briefs in most countries are associated with pure masculinity. Especially those with macho culture. As mentioned above Italians and Latinamericans were and still are strong on wearing briefs. Bulge is a symbol of masculinity and fertility. No point of hiding it.
Same applies to 70/80s when men only wore briefs or bikinis. It changed in late 90s/early 2000s, mostly through the push of fashion industry.
This is interesting, and I never meant to imply I agree that they're not masculine sorry! It's just so ingrained over here that men want to wear more conservative undies. Definitely think we could benefit from taking a different philosophy
