It's supposed to be about muscle guys in shirts they cut the sleeves off of to show off more, but we get a lot of pics of normal shirts too for some reason.

But the adjective is modifying the noun muscle and not shirt right? I always had trouble with that sentence diagramming. It should be something like “the cut shirt to show off muscles.”

Yes, it's a cut muscle shirt as in DIY vs one that you bought that way. First post explains (I think, it was a long time ago now!)
